SYDNEY, N.S. -- The Cape Breton Regional Municipality's mayor says the tar ponds cleanup will be delayed unless Ottawa ensures the province follows federal guidelines on incineration.

The project calls for the destruction of PCB material at an on-site incinerator and encapsulation of the rest of the tar ponds material.

Mayor John Morgan says the community is not prepared to accept incineration of PCB material in a residential area.

Morgan says the province's proposal for on-site incineration doesn't meet the minimum federal criteria for the location of mobile incinerators.

The federal government is expected to review the project description early in the new year before a decision is made on an environmental assessment.
